HUSBC Performance Standards

To preserve the health and integrity of the organization, and to ensure consistent delivery of services, the association will be evaluated yearly, based on the Performance Standards detailed below.

 

The association must maintain USBC charter requirements by meeting the Performance Standards.  If the Performance Standards are not achieved and maintained, USBC will counsel with the association, which could include "on site" visits to help the association. Associations that meet these requirements will have their charters renewed.

 

In order to maintain the association’s charter, Performance Standards numbered one through eight must be met on a yearly basis. Associations also must demonstrate yearly progress toward  meeting standards nine through twelve and must meet those Performance Standards by the association’s five-year charter renewal.

 

Must Be Met Annually

  1. Transmit membership, tournament scores, awards and association Board data to USBC via WinLABS and/or as required by USBC.

a. Transmit membership and dues to USBC within 20 days of receipt. Effective

August 1, 2005, membership transmittals will include state dues, if any. National

will then pay the states, if applicable, electronically.

b. Apply for all USBC awards within seven days of receipt.

c. Transmit all board member information within 20 days of election and maintain the accuracy of the information.

       2.  Conduct an association championship tournament.

a. Conduct championship level competition for men, women and youth and comply with state and local laws in their area. This can be accomplished as a women’s tournament, youth tournament and an open (men’s and women’s) tournament. If state public accommodation laws allow, the association may offer a men’s only tournament.  USBC will not be responsible for any consequences resulting from actions of any association that does not comply with state laws.

b. All USBC members shall have equal opportunity to participate in tournaments of equal design and quality.  USBC merged associations serving men, women and youth, as well as Youth associations, shall also conduct a National Youth Bowling Championships (Pepsi) qualifying tournament.

        3. File all required corporate forms (tax returns and IRS forms as appropriate.

(Details will be included in the Association Leaders Handbook.)

Examples include:  990, 990T, Payroll taxes, State workman’s compensation.

         4. Prepare and operate under an annual budget.

         5. Perform a full audit or have one completed by an outside source and submit an

 audit report on the provided form, with the self-assessment, to USBC annually.

         6. Provide full financial disclosure to membership annually. (Income, disbursement,

 salaries, etc. Details will be included in the Association Leaders Handbook.)

         7. Complete and submit an annual self-assessment based on the association’s

 charter date.

         8. Per USBC bylaws, associations are required to support and provide programs and

 services determined by USBC.

 

 

Meet Progressively During First 5 Year Charter

9. Complete and submit a strategic/action plan with the self-assessment. 

·         Action plan must include at least one yearly goal for the association as well as the steps to reach that goal. Example: 

Ø      Goal:  Increase membership by one member this fiscal year.

Ø      Steps: Visit leagues and assist with sanctioning.

Ø      Utilize the dropped bowler list on WinLABS and contact those former members.

10. Develop, maintain and submit a membership retention and development plan. This plan is to include developing a program to increase proprietor and membership relations and could be submitted as part of the strategic/action plan listed above.

·         Develop a Lane Representative Program.

·         Assist centers with membership promotions and membership marketing plans.

11. Develop and implement a communication plan. Examples: newsletter, Website, email blasts, posters, etc.

12. Association Leadership/Training Program

·         Develop a new board member training program to include, at a minimum:

Ø      Duties.

Ø      Bylaws.

Ø      Policies.

Ø      Committee responsibilities (if applicable)
